New Zealand and Australia, winners over Romania and Argentina respectively, lie just one point behind on nine, while France recovered from their opening day defeat against Australia to beat Georgia and move to six points.
The top four teams after Saturday's matches will go through to the Cup semi-finals and with it retain the opportunity of winning the IRB U19 World Championship crown.
France can put themselves back in the frame if they defeat South Africa in their last pool match. They will also be keen observers of arguably the match of the day, when New Zealand - defending U19 world champions, take on England - winners of the Six Nations Grand Slam this year.
Wales, who defeated Scotland 44-12, could also qualify for the Cup semis if they defeat Japan on Saturday and other results go their way.
